Because the United States does not maintain formal diplomatic relations with Taiwan, E-2 access is provided through the Agreement on Commerce and Trade between the American Institute in Taiwan (AIT) and the Taipei Economic and Cultural Representative Office (TECRO) — effectively the U.S.-Taiwan bilateral commercial relationship.
